The chapter is prepared at all times to provide emergency assistance to victims and to emergency workers. Such preparedness requires recruitment, training and utilization of appropriate numbers of volunteers. It also requires continual planning and coordination of resources by both chapter and community, to meet, in the shortest possible time, the temporary, emergency human needs created by natural and man made disasters.
