- Lucas County veterans of the US military who have been disabled at the 100% level due to individual unemployability caused by a service-connected disability
- Individuals age 18 and older who are permanently disabled and the spouses (age 59 and older) of deceased individuals who previously received the exemption, or surviving spouses of peace officers, firefighters, or other emergency responders are also eligible to apply
- Applying veterans to have been honorably discharged from the military
Honorable discharge from the military: accepts form DD214. Award letter from US Department of Veterans Affairs stating disability rating. Completed application with copy of driver's license or Social Security card.
