Home Weatherization Assistance Program (HWAP) | Chn Housing Partners
Provides assistance to increase the energy efficiency of homes and reduce household energy expenditures. Services include: safety inspection of gas appliances, carbon monoxide alarms, education on energy saving, insulation, as well as inspection, repair, and possible replacement of furnace and hot water tank (if warranted), and customer education. Will also provide installation of water conservation devices including low-flow showerheads, toilet dams and faucet aerators. Services provided through contracted agencies. Service provided depends on the assessment of the property. Not a rehab program (home must not be vacant and utilities must be on).

Application process
Visit website to apply or for information - click on the "Housing & Community Services" tab and select "Energy Efficiency Services". Will first need to fill out the CHN's Eligibility Checker. Once the Eligibility Checker is completed and the caller hits "Check My Eligibility" the programs/services that the caller qualifies for will populate. If the program populates the caller can complete the application online. May also phone to receive an application. Return completed application and all documentation via mail, fax or in-person to the main site during business hours near suite 134. During HEAP season, client may simply fill in the check box for weatherization assistance on the HEAP application. There may be up to a six month wait during the warmer months (late Spring through early Fall). If the caller has no heat or hot water due to a non-working appliance (furnace or hot water tank) call main number for assistance. There is no outreach / home bound appointments for this service, if caller needs assistance with the application please direct the caller to the Department of Aging.
Fee
Free for applicants who own the home. A landlord contribution may be required if renting.
Eligibility
Serves residents of Cuyahoga County with a household income at 200% or below the federal poverty guidelines. Families who have received assistance any time during the last 12 months under Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF), or Home Energy Assistance (LI-HEAP) (does not include Emergency HEAP) are automatically income eligible for weatherization services. Home owner (or landlord) must have owned the home for 12 months and be current on property taxes. Residence cannot exceed 4 units; multifamily residences must be individually metered. A home may be weatherized only once and may not be re-weatherized unless the weatherization date is prior to September 1994. Note: Priority is given to those who are age 60 yrs. or older, have a disabled person in the household, or who have a child age 17 or under in the household. Emergency program: Furnace and/or Hot Water Tank must not be working properly.
