EMERGENCY HEAP - WINTER CRISIS PROGRAM | COMMUNITY ACTION COMMISSION OF ERIE, HURON, AND RICHLAND COUNTIES
Provides payment aid once per heating season to consumers who have been disconnected or received a shut-off notice, or service that needs started, or have 25% or less supply of bulk fuel (fuel oil or propane). To receive assistance, households served by a state-regulated utility must also sign up for a payment plan, such as the Percentage of Income Utility Plan (PIPP). Program can also pay for furnace repair and space heaters. Can also pay for furnace repair and space heaters through this program.

Application process
Call for an appointment on the automated toll free number. Appointments are scheduled up to 28 days out from date of call. Persons from northern Richland County who want to inquire about a Shelby appointment should contact the agency at 419-589-2520, ext 234 to set up an appointment. Shelby appointments have a new location at the Shelby City Building, 43 West Main Street, Shelby. They will start the Shelby Friday appointments on November 8, 2019.
