Adults, age 21 yrs and older, who are Ross County residents and are mentally competent and not a chronic abuser of drugs or alcohol. Permits will NOT be issued to felons or those currently being prosecuted for any felony or a violent or drug-related misdemeanor. Must complete an 8-hour course to receive a Certificate of Competency.
