At or below 150% of the federal poverty guidelines.
Required documents
13 weeks of income for anyone 18 years or older. If zero income, must have a notorized statement from whoever is supporting the household. Also required social security card for all household members, current DP&L and Vectren bill or if new service account numbers. If a renter, need landlord's name, address and phone number.

For PIPP re verification see hours below and intake specialist will review your application at time of dropp-off and provide you with a date and time stamped receipt, ensuring your application will be processed within 60 days. The Percentage of Income Payment Plan (PIPP) helps customers manage electric and gas bills and maintain services. Customers are placed on a payment plan with their utility company according to their household income. Vectren & DP&L notify customers 90 days in advance when their PIPP recertification is needed. When current certification expires, customers still have 30 days to get certification completed before receiving a regular bill.
