The Ohio Department of Development and OIC of Clark County (HEAP) will help income-eligible Ohioans stay warm during the cold winter month. The HEAP Winter Crisis Programs provides eligible Ohioans assistance paying utility or bulk fuel bill or assistance paying for heating system repairs. The program runs from Nov. 1, 2023 - Mar 31, 2024.

To apply for the program, clients are required to schedule an appt. with OIC if Clark County (HEAP). Appointments can be scheduled by calling 937-342-3186 or schedule online @https://app.capappointments. com

Eligibility
Eligible households can receive up to $173 if they are a client of a regulated utility, or $750 if they are a client of unregulated utilities such as electric cooperatives and municipal utilities. The assistance to their utility bill and/or applied to heating system costs. Ohioans must have a gross income at or below 175% of the federal poverty guidelines to qualify.
