Housing Choice Voucher Program | Lucas Metropolitan Housing

Administers subsidized rental program for low-income residents. Eligible applicant who is selected from the waiting list pays approximately 30-40% of adjusted gross family income in rent and the subsidy makes up the balance of market rent. The subsidy moves with the participant, and it can be used in any unit in the private market which passes a Lucas Metropolitan Housing Authority (LMHA) inspection, as long as the participant remains eligible and the landlord agrees to participate in the program.

Free to apply. Rental cost to participant is approximately 30-40% of monthly family income, with subsidy making up the difference between this and the market rent of unit. There is an upper limit on unit rental price acceptable.

Eligibility

STANDARD ENROLLMENT: Must have adjusted gross family income within federally designated low-income limits related to the median household income. Amounts are detailed on the recorded information line or can be obtained from customer service. They must also pass other eligibility criteria including a criminal background check. Must be an adult US citizen or eligible immigrant and have the legal capacity to enter into a lease under state and local law. Only one adult per household may apply and only one application may be submitted. Violation of this rule will cause ALL applications to be discarded. Applicants who do not live in Lucas County must use their voucher in Lucas County for at least the first year of their tenancy. SPECIAL ENROLLMENT: Applicant must meet all standard enrollment qualifications and be part of a special enrollment population. Examples of these populations: intergenerational applicants (must be 55 years of age or older and have custody of at least 1 minor child), chronically homeless applicants (must have been homeless for an entire year or had 4 episodes of homelessness in the past 3 years), single resident occupancy applicants (must be unaccompanied homeless). There may be additional special enrollment populations listed on the pre-application.
