- Clients may fill out initial application on-line at benefits.ohio.gov or call the Shared Services Line. - Harrison County Job and Family Services receives a monthly list from Children and Family Services of those aging out of foster care, documents the clients' unique status, and opens the Medicaid case. If someone meets criteria, is not currently receiving coverage, and wishes to apply, they should be clear about their history as a foster child when applying. This should prompt the eligibility worker to explore the coverage. Clients will need to re-verify yearly after age 19. Intake is through the Neighborhood Family Service Center (NFSC) that serves the individual's zip code (homeless persons are seen at any NFSC). Call 24 hours a day, 7 days a week to determine the appropriate NFSC. Then, call to schedule appointment. Initial application may also be submitted through website (once application is received, client will be contacted within five (5) business days to make an appointment). An intake interview is necessary in order to obtain service (homebound individuals may conduct the interview by phone or send an authorized representative in their place - call for details). Clients who may be eligible for Medicare will be referred for enrollment. MCP-eligible clients must select and enroll in an MCP, or will be auto enrolled randomly (plan can be changed with reason, or during open enrollment). NOTE: Those who are waiting for disability determination by Social Security can receive their disability determination for Medicaid through the county - the shortest time for that determination would be three (3) months, but more commonly this takes 5 to 6 months.
