Provides an increased monthly pension payment to help veterans and their surviving spouses pay for expenses due to their health/disability status. Because of the way that household expenses and assets are calculated, veterans who would otherwise not be eligible for pension payments due to income may become eligible through this program (certain applicable expenses such as the cost of in-home health aid services, assisted living expenses, etc. are subtracted from the household income).
