Eligibility

Residents who have utility bills paid to Cleveland Division of Water (includes parts of Summit county.) Must own and occupy the home. Water must already be on, cannot help with a shut-off. Total household income must be at or below 200% of the federal poverty guidelines and participants must reverify income annually to be eligible for another year.

Completed application. Will need photo I.D. for primary applicant current water bill and 30 days of income for each household member over 18 years of age. Total household income must be at or below 200% of the federal poverty guidelines and participants must reverify income annually to be eligible for another year.

Application can be found on the website under "Housing and Community Services" and selecting "Help with utility payments." Application can be completed online, the application allows for e-signatures. May also call for more information.

Offers customers of Cleveland Division of Water receive a 40% monthly discount on water rate for one year. The Water Affordability Program does NOT prevent disconnection of water services.
