Can apply once per service year June-May. Applicant must be a US citizen or legal resident and the household must be at or below 175% of the Federal Poverty Level and meet one of the following criteria: Households that have a disconnect notice, have been shut off, have a PIPP Default, or are trying to establish new service on their electric bill are also eligible for assistance. Low-income households with older household members over 60 years, or households that can provide physician documentation that cooling assistance is needed for member's health is also eligible. Households that are a customer of a regulated utility (AEP and Edison) service can receive up to $500; Households that are a customer of unregulated utilities such as electric cooperatives and municipal utilities service can receive up to $800.
Proof of citizenship, naturalization or other documentation showing legal residency for at least one member of the household. Photo ID. Social security cards for entire household. Proof of citizenship for entire household, if applicable. Proof of gross income for the last 30 days for everyone over 18 in household. Self-employed and seasonal employees (ex. school, construction, landscaping) need to provide 12 months proof of income. Copy of most current electric bill, natural gas bill, propane and/or fuel oil bill. If medical condition, proof of condition (must be signed and dated by physician or Certified Nurse Practitioner). Chronic illness form stays on file for three years. If permanently disabled, verification of disability (example: social security disability award letter). Documentation of a co-pay to the utility company, if required. If your AEP service is shut off and a reconnection fee is needed, bring receipt to show it has been paid.

Description

HEAP (non-emergency) provides heating bill assistance to households that have not received any disconnection notice. Provides electric bill payment assistance to qualified households that have persons 60 and over or those with medical conditions that require electric service. Households that have a disconnect notice, have been shut off, have a PIPP Default, or are trying to establish new service on their electric bill are also eligible for assistance. The maximum amount for bill payment assistance is $500 for regulated utilities and $800 for unregulated (usually government provided such as the City of Columbus). Also provides window air conditioners and fans to qualifying individuals. Also can pay up to $500 to repair central a/c units of homeowners as long as there is no outstanding payment on the electric bill. Must be repaired by a state certified vendor.
