Eligibility
Clients are eligible for the Energy Payment Plan (EPP) if they meet the following criteria: 1. They are currently enrolled in or qualify for the Percentage of Income Payment Plan Plus (PIPP) or the Home Energy Assistance Program (HEAP) with a total household income at or below 200% of the federal poverty level. 2. They must have 12 months of continuous electric usage at their current address. 3. They must have an annual electric baseload usage of at least 5,000 kWh. 4. They must reside in either Gallia or Meigs County and within the service territory of American Electric Power, with the service registered under a household member's name. 5. They must not have previously received assistance from the EPP or live in a duplex or apartment that connects to other units.

*Social Security Cards for everyone in the household *Heating and Electric Bill with 12 months of consecutive usage on the electrical bill *Last 30 days of income for everyone who receives income in the household *If no Income- IRS Transcript may be required
Hours
Mon-Thu 8am-5:30pm. Closed 11:30am-1230pm for lunch.
Application process
Clients are encouraged to enroll in HEAP or PIPP. The information they provide during this process is used to determine their eligibility, which is the basis for their application. Clients can also request this service by calling, emailing, or visiting the agency in person.
Fees
There is zero fees to the clients/home owner for the EPP service all fees are Paid by DOE and Allocated By the state of OH

The Electric Partnership Program (EPP) assists eligible residents of Ohio in lowering their home electricity usage. The program includes an in-home assessment by an EPP provider, who will install appropriate energy-efficient measures, such as LED light bulbs, to help reduce electricity consumption. Depending on the household's energy usage and efficiency, there may also be options to replace older appliances like refrigerators, furnaces, air conditioners, heat pumps, or water heaters. Participants will also receive guidance on additional ways to reduce their electricity usage and enhance their home's overall efficiency.
