- Serves Veterans of Lorain County with household income at or below 200% of the Federal Poverty Guidelines.
- Applicants must also meet case acceptance guidelines.

- Must provide all papers related to legal problem and a signed release of information forms to receive assistance.

- VA health care benefits are being denied and terminated, including fugitive or fleeing felons;
- Applicant has a VA benefits overpayment;
- Applicant seeks a discharge upgrade or VA character of service determination due to less than honorable discharge.
