Evaluates cases where: - Compensation or pension benefits are being denied and terminated and the applicant is disabled or age 65 and older; - VA health care benefits are being denied and terminated, including fugitive or fleeing felons; - Applicant has a VA benefits overpayment; - Applicant seeks a discharge upgrade or VA character of service determination due to less than honorable discharge.
