Provides emergency gas bill payment assistance for those who qualify. Seeks to help clients avoid disconnection or to reconnect to service. Assistance is limited to $250 per year and will assist with the heating bill and reconnection fees. However, if fee to reconnect is more than $250, client will have to provide the balance of the payment before assistance will be given. Cannot be applied toward security deposits or bills that are not required to maintain service.

Application process
Funds may not always be available. Must have already received E-HEAP funds (Winter program) for the season. Funds are EXTREMELY limited, and are distributed to each site on a semi-regular basis in a series of small clumps. Once a single money clump is exhausted, the site will stop scheduling appointments until the new clump arrives. Must exhaust all other forms of assistance before applying. Only the person whose name is on the bill can apply. Assistance is limited to once per person per calendar year. Phone for an appointment.

Customers of Columbia Gas who are at or below 175% of federal poverty guidelines. However, households experiencing unexpected financial hardships may also be eligible for the program, determined on a case-by-case basis. Must have a shut-off notice or gas already shut-off. Must have already received E-HEAP funds (if during Winter Crisis program and if appointments for that program are available). All other forms of government assistance must also be exhausted before applying. Can apply once per heating season. Service area includes a large portion of the west side of Cuyahoga County. Serves residents of Westlake and Bay Village
