Summer Heap - Summer Crisis Program | Community Action Council Of Portage County
Provides eligible households financial assistance, up to $500 if they are a customer of a regulated utility or $800 if they are a customer of an unregulated utility. The assistance is applied to their utility bill. Also provides indoor air quality and comfort assistance: Potentially to $1,500 for central air conditioning repair. Residents who have not received an air conditioner from the program in the last three (3) years can request a unit. Electric box fans will also be distributed. Residents who have received air conditioners in the past three (3) years may be eligible for a fan. Distribution of air conditioners and fans will be subject to availability.

Application process
Appointments begin on Tuesday July 1st, 2025. Call the 24 hour HEAP appointment line or visit https://app.capappointments.com 24 hours a day, 7 days a week to see if an appointment can be made and to schedule an appointment.
Fee
No fee to apply. - If electric utility is in disconnect status and the amount exceeds Summer Crisis Program assistance, a receipt of co-payment is required to complete an application. - NOTE: Not all applicants will be eligible for the entire $500 to $800 as the actual payment is based upon individual circumstances.
Eligibility
Household income must be at or below 175% of the Federal Poverty Guidelines. NOTE: Some income is deemed excludable such as income earned by dependent minors under 18 years old, child support paid-out, health insurance premiums, and some Medicare costs. - Households must also meet at least one of the following additional eligibility requirements: -- A household member is 60 years old or older. -- A household member has a medical necessity documented by a qualified medical professional. -- Household has a disconnection notice, has been disconnected, or is trying to establish new electric service. -- The household is enrolling in the Percentage of Income Payment Plan (PIPP Plus) for the first time or has a PIPP default.
