Application process
Phone M-F: 8:30am-5:00pm and ask for the Electric Partnership Program for an application and information packet. Eligibility screening is available by phone. If no one answers, client should leave a name, address and phone number and call will be returned. Once the application is returned, it will take 2-3 weeks to determine eligibility.

Eligibility
Client must be a PIPP (Percentage of Income Payment Plan) customer of American Electric Power (AEP) or First Energy (Illuminating Company), and must have resided for the past 12 months in their current residence (owned or rented) within Ashland, Belmont, Holmes or Lawrence Counties. Client must have a high electrical base load usage (the agency will examine bill to determine if client has high usage.) In order to determine whether appliances are inefficient and potentially qualify for replacement, refrigerators and freezers must function enough to register energy usage. The client may only receive energy audit once per lifetime per address. This office also serves the following counties: Adams, Athens, Brown, Carroll, Columbiana, Coshocton, Gallia, Guernsey, Harrison, Highland, Hocking, Jackson, Jefferson, Knox, Licking, Meigs, Monroe, Morgan, Muskingum, Noble, Perry, Puke, Ross, Scioto, Tuscarawas, Vinton, and Washington.
