Must be resident of Ohio, age birth through 20, and have one of certain selected handicapping conditions. There is NO financial component to eligibility. Service can be renewed annually as long as child is eligible.

Develops service plan which addresses the full range of medical, social, educational, psychological, recreational, vocations, and personal needs of the children and their families. Helps arrange for the needed services.
