- Open to residents of Adams and Brown County
- Household income at or below 175% of the Federal Poverty Level (FPL).

Offers a heating bill credit to eligible households through the Home Energy Assistance Program, also known as HEAP, one time per year. Assistance is applied directly to the bill for a household's primary heating source. Applications are accepted between July 1st and May 31st.
