Percentage Of Income Utility Payment Plans (PIPP) | Clinton County Community Action Partnership

Eligibility
Open to residents of Clinton County with a household income at or below 175% federal poverty guidelines who have utility service from an electric or natural gas company regulated by the Public Utility Commission of Ohio (PUCO). Application process
Application required. Applications may be submitted by: -Contacting Community Action Partnership to schedule an appointment -Completing an online application at https://development.ohio.gov/individual/energy-assistance/apply-now-energy-assistance-programs -Paper applications available at CAA and local libraries. Paper applications must be mailed to address listed on application.
Fees
Customers enrolled in this program must pay a percentage of household income toward utility expenses each month. Customers who heat their homes with electric are required to pay 10% of their gross monthly household income or $10.00, whichever is greater. Customers who do not heat their homes with electric are required to pay 6% of their gross monthly household income each month or $10.00, whichever is greater.

Determines eligibilty and completes enrollment for the Percentage of Income Payment Plan Plus (PIPP) program. PIPP is a year round payment plan that offers households affordable monthly percentage of income payments that help maintain electric services. Each time a household makes their PIPP payment on time and in full, the household will receive a credit towards old electric utility debt and prevent new utility debt from occurring.
