Open to residents of Hamilton County with a household income at or below 175% of the Federal Poverty Level who also meet at least one of the following criteria:
- Have a disconnection notice or have already been disconnected
- Are trying to establish new electric service or need to pay to transfer service
- Are enrolling in Percentage of Income Payment Plan Plus (PIPP) for the first time or have a PIPP default
- Have 25% or less of bulk fuel supply remaining in their tank

Accepts applications for the HEAP Winter Crisis Program. Winter Crisis provides a one-time credit or payment to an eligible household's primary heating source during the winter months. The program will run from November 1st-March 31st or until all funds are expended.
