Utility Service Payment Assistance (HEAP WINTER CRISIS) | Cincinnati-Hamilton County Community Action Agency

Open to residents of Hamilton County with a household income at or below 175% of the Federal Poverty Level who also meet at least one of the following criteria:

  • Have a disconnection notice or have already been disconnected
  • Are trying to establish new electric service or need to pay to transfer service
  • Are enrolling in Percentage of Income Payment Plan Plus (PIPP) for the first time or have a PIPP default
  • Have 25% or less of bulk fuel supply remaining in their tank
Photo ID (Valid Photo ID for all individuals listed on utility bill),Proof of citizenship (Proof of U.S. Citizenship or legal residence status for all household members ),Social security card (Social Security Cards for all household members),Utility bill,Proof of income (Proof of income for all household members for the past 30 days for all income types. Households earning income from self-employment and/or seasonal employment must provide proof of income for the past 12 months. Households reporting zero income must provide a statement from their source of support, including providers’ name, address and phone number, detailing how the applicants' bills were paid over the past 30 days. The statement should also specify any cash amount(s) and the frequency of assistance provided. If applicable, applicants must also provide a current subsidized housing Contract Cover Letter/Annual Lease Addendum, Rental Lease, and SNAP/Food Stamp printout.)

Accepts applications for the HEAP Winter Crisis Program. Winter Crisis provides a one-time credit or payment to an eligible household's primary heating source during the winter months. The program will run from November 1st-March 31st or until all funds are expended.
