Offers down payment and closing cost assistance to first-time home buyers who are purchasing within the City of Lima. Prospective homeowners can earn up to $10,000 towards down payment closing costs. Client will participate in mandatory home ownership classes. Homeowners who remain in their homes for 5 years can have their $10,000 loan totally forgiven.
A Direct Loan Program is available to purchase modest homes in rural areas, which requires no down payment and may include subsidized payments.
Issues mortgage loan funds to assist low-income individuals or households with the purchase of a home in a rural area. Funds can be used to purchase an existing home or build a new home.
Provides below market rate mortgages for home purchases. Mortgage does not require down payment or closing costs. Participants receive home ownership counseling. They are a HUD Certified Housing Counseling Site.

Government subsidized low income rural homes available for buyers in rural areas who do not have decent housing
Also known as the Section 502 Direct Loan Program, this program assists low- and very-low-income applicants obtain decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability. Payment assistance is a type of subsidy that reduces the mortgage payment for a short time. The amount of assistance is determined by the adjusted family income.
Provides land-use and infrastructure planning, grant writing, economic development, fair housing local government contact (except for Warren and Niles), affordable housing, zoning and subdivision reviews, floodplain administration, mapping, and information services. Most funding programs and services provided are available to persons living outside of most cities and villages. Please call to request information for each program as it varies.

Provides a home loan guaranty benefit and other housing-related programs to help veterans buy, build, repair, retain, or adapt a home for their own personal occupancy. Veterans Affairs (VA) Home Loans are provided by private lenders, such as banks and mortgage companies. VA guarantees a portion of the loan, enabling the lender to provide more favorable terms to veterans. In most cases, the mortgage is low interest and no down payment or mortgage insurance payments required. Will provide mortgage counseling to participating veterans who are having difficulties with paying their mortgage or who may already be in default. Mortgage counselors will provide information concerning the foreclosure process and what the veteran's rights and responsibilities are in that situation. Will attempt to seek solutions with the lender to help the veteran keep the home and will take complaints from veterans against their mortgage provider.

Provides deferred, no-interest loan assistance to qualified first-time home buyers. This is a second mortgage up to $10,000 for condo or single family home and up to $14,000 for two-family home. No monthly payment (repayment is due when property is sold, transferred, or ceases to be owner occupied). Participants must receive pre-purchase counseling to become more informed homeowners.
