The PRC Program is designed to: •Prevent families from having to apply for OWF cash assistance when a crisis arises; •Help families retain employment by enhancing job skills , overcoming barriers and providing short-term assistance or wage supplementation if necessary. •Provide for contingent needs by helping families with nonrecurring urgent problems that could, if left unattended, result in families needing long-term public assistance. •Support families receiving OWF with services to enable them to become self-sufficient. Examples of short-term assistance through PRC include: •Shelter and utility assistance •Transportation assistance •Employment Related Supportive Services

The Prevention, Retention, and Contingency (PRC) program assists with employment related services such as work tools/equipment. Items must be needed to gain or retain employment of at least 32 hours per week.
Provides assistance to qualified individuals and families. Intended to meet the local needs of families to overcome immediate barriers and help them become and stay self-supporting. Assistance available includes: Employment related expenses such as: -Vehicle repairs. - Driver's license fees (new or expired, does not include reinstatement). - Reimbursements for tools, equipment, uniforms, shoes/boots, and so forth. - Fingerprinting costs. - Gas vouchers for new employment (until receipt of first paycheck). Shelter/Housing expenses such as: - Rent or deposit for forestalling court-ordered evictions in rentals. - Bills to forestall utility shutoffs (gas, electric and water). - Fuel oil and propane purposes. - Emergency shelter due to fire, natural disaster, states of emergency, or domestic violence situations. Kinship assistance includes: - For a new kinship caregiver within six (6) months of a child moving into the home: Furniture and other items needs to care for children in the home. - Once a child(ren) has been with a kinship provider for more than six (6) months: There is an available reimbursement of child care costs up to four (4) months a year.

Transportation and Employment Assistance: Provides assistance with automotive repairs, parts, service, towing charges and so forth. Offers drivers’ education courses, drivers’ license fees and license plate fee assistance. Purchase of special tools and equipment needed for employment (such as wrenches for a car mechanic, work boots, tool belts, safety equipment, back supports and so forth.). Higher Education Assistance: Provides assistance with expenses related to higher education and/or training such as testing for State licenses, board certification, commercial driver’s license, costs of books, lab fees and registration fees. Relocation Assistance: Will assist with relocation expenses if the client must move for employment purposes. Relocation expenses for employment out of county or out of state only.

Tool-lending library offers over 200 different types of hand and power tools to individuals and nonprofit organizations. Tools are loaned for for periods of 1 or 7 days, depending on the tool. Application for membership must be completed before borrowing tools.

Loans tools to residents for use in home repair or maintenance. Provides instruction in tool use and care. Available tools include drain snakes, lawn and garden equipment, ladders, power hand tools, household tools and miscellaneous hand tools. Tools must be returned in a timely fashion and in the condition that they were borrowed in. Participants become members of the tool-loan library for two years.
Provides a maximum of $500 (per 12-month period) in assistance with purchasing supplies for a new job (such as mechanics tools, beautician equipment, safety equipment, and so forth). Provides a maximum of $500 (per 12-month period) in assistance with purchasing clothing and uniforms as required for employment and/or training.
