WMCAP operates the public transit system in Washington County on behalf of the Washington County Commissioners and the City of Marietta. CABL provides curb-to-curb paratransit services to eligible disabled persons during the same hours of operation as the City A Route, Monday through Friday. CABL buses are fast, reliable and give a stress-free way to get to where you want to go. All CABL buses are lift equipped and display the wheelchair accessibility symbol on the rear of the bus for easy identification. Operates four (4) fixed bus routes that primarily serve the Ohio communities in Belmont and Jefferson Counties of Bellaire, Bridgeport, Brookside, Martins Ferry, Rayland, Shadyside, Tiltonsville, Yorkville and the communities located along the Blaine route west of Brookside (such as Wolfhurst, Lansing and Blaine). The four (4) fixed routes operated by the Eastern Ohio Regional Transit Authority (EORTA) are the Blaine/Ohio Valley Mall, Martins Ferry/Rayland, Martins Ferry/Yorkville, and Shadyside runs.

Operates fixed and flexible routes in Steubenville, Wintersville, and Mingo Junction as well as routes to Robinson Township in Pennsylvania with bus stops at the Findlay Industrial Park. Connects the Steel Valley Regional Transit Authority with the Weirton Transit Corp. Connects with the EORTA in Rayland.
