The program runs from November 1 until March 31. Ohio households, serviced by a Public Utilities Commission of Ohio-regulated utility, must sign up for the Percentage of Income Payment Plan Plus (PIPP) or another payment plan in order to receive emergency benefits.

The Winter Reconnect Order issued each year by the Public Utility Commission of Ohio (PUCO) has a new name. It is now the Special Reconnect Order (SRO). The SRO may be used once per utility (electric and natural gas) from Oct 13, 2025 through April 15, 2026 to reconnect or to avoid disconnection of investor-owned, PUCO-regulated utilities. The SRO allows customers to pay only $175, plus up to $36 for a reconnection fee (if applicable), of what they owe. Any remaining balance is put into a payment arrangement. There are no income restrictions, and the Order may also be used to establish or transfer service. If the SRO is used for both electric and natural gas at the same time, the $175 may be split between the two.

This emergency assistance may be used to keep electricity connected and/or allow for the receipt of a window air-conditioning unit and/or fan. Air conditioners or fans may be available to qualifying households if they have not received an a/c unit or fn in the past 3 years. Maximum benefit amount is $350 for PUCO regulated electric companies and $400 for non-PUCO electric suppliers (Co-Op) applied as payment the household's electric bill. The cost of the a/c and/or fan must be factored in and cannot exceed the maximum total benefit after paying the electric bill for these households.
