Provides a one-time payment via a pre-loaded debit card for a specific, identified need that is preventing the individual from maintaining financial stability or putting them at risk of future reliance on public benefits (e.g., clothing for a new job, short-term transportation/car repair for work, etc.). Does not pay for ongoing expenses, such as car payments and insurance. The card must be used at a vendor/point of sale - it cannot be used to withdrawal cash.
