Anyone with legal custody of a child can ask the CSEA (Child Support Enforcement Agency) to establish a support order.

Provides a program that manages the collection and distribution of child support obligations, locates parties, establishes support and paternity, modifies support orders, and enforces medical and child support orders.

Monitors payments, distributes monies, and enforces all orders of support and/or alimony issued by the court; handles interstate and intra-state enforcement, location of absent parents, and income tax intercepts; provides paternity establishment.

Establishes paternity and obtains orders for child support, cash medical support, and/or health insurance for children who are not receiving the financial support of one or both parents. Enforces established support orders. Collects and disperses child support monies and cash medical support.

Enforcement starts at the beginning of an order through mandatory income withholdings, if a source is available. Income includes wages from employers, unemployment benefits, workers’ compensation, social security benefits, disability benefits, bank accounts, and pensions. The CSEA enforces child support orders to ensure payments are made. For those in default on their child support payments, actions may include credit bureau reporting, occupational and professional license revocation, Ohio driver's license revocation, garnishment state and federal tax refunds or bonuses, and the freezing and seizing of an obligor's assets held by a financial institution. The CSEA initiates prosecutions for nonpayment of support, both civil and criminal, in Franklin County and in other jurisdictions.

Provides legal advice, assistance with document preparation, and in some instances may provide legal representation in the matters of child custody (including visitation and child support), parental rights, adoptions, guardianships, Power of Attorney, and divorce based upon the complexity of the case.

Assists families in establishing paternity, establishing and enforcing child support orders and collecting and disbursing child support payments.

Has jurisdiction over adults charged with non-support contributing to the neglect or dependency of children, abuse of children, or failure to provide proper parental care.

Provides assistance to those with child support enforcement or establishment matters. Advice and representation may be available in custody matters when the child's primary caretaker is threatened with loss of custody to a person who presents an imminent or long-term threat to the safety or well-being of the child. Advice on divorce matters is available and representation may also be available in very limited circumstances, generally involving past domestic violence in the household. Cooperates with local private attorneys who will file simple, uncontested divorces for a fee. Advice and/or assistance with "pro se" (D-I-Y) court filings is also available on a variety of other family issues including visitation, contempt of previous court orders, and adoption defense.

The CSEA provides payment record update services to parties of a child support case. Individuals making a payment on a child support order have several options including income source wage withholding, in person, by mail, and online. Please contact CSEA for more information on all available options. Parents registered with the customer service portal (www.jfs.ohio.gov/ocs) can print their own payment history, check payment status, and more.

Domestic relations divisions have jurisdiction over all proceedings involving divorce or dissolution of marriages, annulment, legal separation, spousal support and allocation of parental rights and responsibilities for the care of children.

Assists with addressing non-payment of child support without relying on formal court proceedings. Offers education, mediation, employment assistance, fatherhood participation and other community services in an attempt to identify and overcome the barriers to non-payment of child support. Works with both parties to develop a tailored case plan and referrals to partner agencies. Partner agencies include Domestic Relations Court, Department of Job and Family Services Workforce Development, Man 2 Man Fatherhood Program, Community Legal Aid, and the University of Akron.

Investigates cases of abuse, neglect or exploitation of elderly persons - primarily persons over age 60; after hours situations can be referred to the police or Help Network of Northeast Ohio at 330-747-2696. Referrals for guardianship services.

The CSEA provides legally enforceable orders specifying the financial obligations of parents. The agency establishes child support orders, sets support motions, makes administrative support decisions and registers foreign orders.

Enforces child support rulings and seeks funds for late payments. Offers a program where non-custodial parents in arrears for child support payments can negotiate payment strategies. Provides willing individuals assistance in employment and regaining driver's license.

Provides food, child care, Medicaid, cash, transportation, rent and utility assistance; child support enforcement; paternity establishment; child protective services; foster parent licensing and training; adult protective services.

Providing civil legal assistance for various issues including: bankruptcy, child support/visitation, debt collections, disability benefits, divorce, and driver's license suspensions.

Full service workforce resource center. Offers a variety of services to assist job seekers seek employment. Services are free and include: computers, faxes and phones to aid job search, training in beginning computer use, tools to create a resume and prepare for job interviews, career exploration, facts on occupations in demand and wage statistics, information on obtaining a GED or remediation in Reading, Math and English, tips on funding for school, referrals for transportation assistance, child care, housing, utility bills, etc.

Services included but are not limited to: Locate absent parents, establish paternity, obtain court-ordered support, enforce support orders, prepare cases for IRS attachment, provide child support services to other states upon request, establishment and enforcement of health insurance for medical support. Serves public assistance recipients and non-public assistance applicants.

The CSEA can assist parents by providing the following services: - Establishment of paternity - Location of non-custodial parents - Establishment and modification of child support and medical support orders - Enforcement of existing child support , medical support and spousal support (alimony) orders - Collection of child support and spousal (alimony) payments. CSEA services DO NOT include: - Child custody and visitation issues - Income tax exemptions - Legal representation of individuals.
