The Public Works Department includes the Forestry Division, Street Maintenance Division, and Traffic Control. The Utilities Department includes Sewer Maintenance Division, Wastewater Treatment Plant, Water Distribution Division, and the Water Treatment Plant. The Preble County Historical Society acquires, protects, and maintains for the enjoyment and edification of the current and future generations buildings, structures, objects, sites, or entire districts that have historical, archeological, conservation & environmental projects, hiking trails or cultural significance.

Offers technical assistance to developers, land owners, and municipalities related to floodplain management, erosion control, pond construction, researching and inspecting building sites, addressing commercial buildings, and splitting lots for development. Makes available countywide soil surveys which may be of use to potential property buyers who need information on potential pollutant and/or water table information and to landowners when looking to erect a building or before entering a lease for oil and gas drilling.

Helps plan and create conservation easements to protect natural areas such as streams, wetlands, wildlife habitat, open space, or scenery. Conservation easements are voluntary legal agreements between landowners and the SWCD that place permanent restrictions on development and use of the land. The landowner maintains ownership of the property, along with the right to use the land, but not in ways that infringe on the conservation easement agreement. Property may be sold, leased, donated, or bequeathed, however the easement remains. Easements are generally associated with Federal, State, and/or Property tax incentives for the landowner based on the difference between the appraised land value with and without the easement.

Provides assistance to landowners in most phases of soil and water conservation, planning and engineering. Services include:tile drainage, erosion control structure, ponds, drainage ditches, animal waste facilities, dikes, pumps, sod filter strips and surface drainage, farm planning, educational programs, and district projects such as seedling tree and windbreak program, fish sale; Also assists with county ditch maintenance program

Assist landowners with natural resource guidance and engineering improvements. On behalf of the Richland County Commissioners; manage the county stormwater and erosion control regulations permit generated; manage NPDS (National Pollutant Discharge System) Permit Program of Ohio EPA Reporting. Administer Pollution Abatement Program to all crop and animal producers to find solutions for non-point source pollution.
