Oversees and regulates zones designed to enhance business investment. These include Community Reinvestment Areas (tax abatements), an Enterprise Zone, Tax Increment Financing Districts (public infrastructure), as well as a Priority Investment Area designation from the State of Ohio.
Licking County's program to provide funds for eligible projects in the Licking County area (excluding City of Newark). Projects must benefit low and moderate-income areas, or eliminate slum and blight conditions, and can include activities like construction and rehabilitation of neighborhood centers; replacement of water lines, sidewalk, bridges, streets; rehabilitation of low and moderate-income homeowners residences; park development, community planning services; downtown revitalization; code enforcement, etc.
Provides and administers the Community Development Block Grants. Works with the intent of assisting persons of low and moderate income, (regardless of their financial means) to live in a decent, safe, and sanitary environment by eliminating urban blight and detrimental living conditions. Provides funding for home rehabilitation. Common examples of housing services we have assisted with in the past: roofing and gutters, porches and stairs, water heaters, furnaces, exterior doors, and electric upgrades. The financial limit for an emergency rehab project is $22,500.

The CDBG program, administered by the U.S. Department of Housing and Urban Development, provides funds that are used for a variety of activities which primarily benefit low and moderate income residents of the community. Projects that are eligible include (but are not limited to) water, sewer, handicap accessibility at public buildings, sidewalks, street improvements, parks, and community centers.
