Prepares all plans, specifications, details, estimates of cost, and submit forms of contracts for the construction, maintenance, and repair of all bridges, culverts, roads, drains, ditches, roads on county fairgrounds, and other public improvements, except buildings, constructed under the authority of any board within and for the county.

Designs, constructs, inspects, and maintains all county highways, bridges, and dedicated drainage ditches throughout the county. Works to assure and improve the safety and efficiency of public transportation. In addition to these infrastructure activities, a variety of services are provided that include subdivision review and approval, traffic access management, surveying, and issuing permits.

Documents land ownership throughout the county, maintains a database of boundary surveys, and approves documents for the land transfer.

Maintains the property map for every deeded parcel in Richland County for the county Auditor for taxation purposes. Other services include checking of all recorded deeds, maintaining current maps with survey information, checking surveys done in the county, and providing copies of old and new surveys.
