Provides daytime access to heated facilities during times of extreme cold. People utilizing the warming center should expect a room with access to restrooms, chairs and possibly tables.There are no beds or dedicated sleeping areas. There will be no food preparation areas. These facilities are only intended to be utilized as warming centers.
Offers a levelized payment plan where the utility company predicts what future bills will be for a customer based on the customer's prior year's bills. The customer then pays a level amount for electricity each month. If at the end of the budget year, the amount paid by the customer is more than the actual charges for electricity, then the customer gets a credit. If the customer pays less than actual charges, the customer must make up the difference.
