Investigates the need for a guardian or a conservator and appoints guardians and grants conservatorships. Guardianship is for persons who are deemed by the court as incapable of managing their own person and/or affairs (minors and incompetent adults). The guardian's activities regarding their ward are monitored by the court. Prospective wards can contest the guardianship and if indigent, can request an attorney at the court's expense. The guardian can assume responsibility for the management of the person, estate, or both. Conservatorship is a voluntary trust relationship between the conservator and the conservatee who is a mentally competent and physically disabled adult. The conservatee consents to the arrangement and chooses the duties of the conservator.

When calls are received by APS, the case manager evaluates any risk to the safety and well-being of alleged victims. If they find that there is a risk, the case manager works with families, social service agencies and other community resources to meet the person’s needs and to improve the situation.
