Provides substance use education and prevention services for youth whose involvement with drugs or alcohol was a factor in their delinquent or criminal conduct. Attempts to reduce the high-risk choices and behaviors related to substance use by offering a one day class focusing on education, prevention and intervention.

Provides an inpatient, therapeutic "community as method" approach program for men under court supervision. This is a long-term, intensive program that must be committed to willingly.

This foster care program provides foster care to youth age 0-21. Components of the program for those enrolled include: personal progress plans, educational counseling, job training programs, foster care settings, independent living situations, personal advocates, and sex offender program. Prisoners with a history of substance abuse have several options for recovery. DCI provides residential and outpatient treatment programs certified by the Ohio Department of Alcohol and Drug Addiction Services (ODADAS). DCI was ODADAS certified in June 1995.

Provides inmate telephone service in prisons. Inmates may make telephone calls ONLY to those individuals on the inmate's approved telephone calling list who have agreed to accept the inmate's calls while incarcerated. Inmate telephone calls may be paid for through one of the following three options: 1.) The inmate places a collect call that the receiver pays 2.) The receiver prepays for the collect call at a discounted rate and 3.) The inmate prepays for the collect calls that he/she makes. Also offers a means by which individuals may restrict calls from all Ohio prisons or from a specific inmate.

Provides intensive case management for those on parole or post-release control who have a severe mental illness. Offers the services of social workers, psychiatric nurses, a psychiatrist, and a parole officer. Maintains frequent interaction with client and monitors their medications, basic needs, and housing and employment situations, and helps them find needed treatment and services.

Services offered to families and the community on the issues of sexual victimization and/or sexual offending. Primary modes of treatment are family and group therapy. Group services are provided to victims, youth offenders and parents.

Provides mental health and management services to persons found Not Guilty by Reason of Insanity or Incompetent to Stand Trial. Provides intensive support and monitoring for the duration of the client's sentence with the goal of successfully re-integrating client in the community.

Choice Pantry: Provides a 3–5 day supply of food up to twice per month. The pantry also offers additional support, including pet food, diapers, and baby food. The Hilliard Food Pantry hosts a variety of educational and creative classes, such as nutrition education, parenting workshops, and art programs. A small library with books for children and adults is available to promote literacy and learning. During the holiday season, the pantry provides special holiday assistance. Provides ministry to inmates of correctional facilities in Ohio including juvenile facilities. State-certified pastoral counselors provide service, including bereavement counseling. Pen-pal ministry may also be available.
