The HEAP Winter Crisis Program helps income eligible Ohioans that are threatened with disconnection, have been disconnected or have less than a 25 percent supply of bulk fuel in their tank maintain their utility service. The program runs from November 1 until March 31. Ohio households, serviced by a Public Utilities Commission of Ohio-regulated utility, must sign up for the Percentage of Income Payment Plan Plus (PIPP) or another payment plan in order to receive emergency benefits.

Attempts to prevent mortgage foreclosure by providing counseling for those experiencing the first signs of financial difficulty (fear of missing a mortgage payment, one, two or more missed mortgage payments). Will assess the client's financial situation, offer help with budgeting, set up a plan, and make the initial call to the mortgage holder to determine a workable solution. Does not provide funds to clear up delinquency or foreclosure.

Provides sewer maintenance for the Village of Cuyahoga Heights. In case of basement flooding, will send an inspector to the site to determine if blockage or break is in the main sewer line (for example, the storm sewer in the street) or on private property (from the curb to the house). Can only address issues with publicly owned sewer line. The sewer line from the curb to the house is the homeowners' responsibility - however, the department will loan a motorized snake for the resident to use if they wish. Will give the property owner advice on what is needed to remedy the problem.

This program is designed to help people age 60 or better, with low income living in Clark county meet one time expenses such as a utility shut off notice or an unanticipated critical expense. Staff also assist with accessing HEAP, and other similar programs. In-home assistance is available for those without means to come into the office.
