Financial assistance will be provided to homeowners to correct sub-standard conditions so that the homes are safe, healthy, durable, energy efficient and affordable. This program will achieve this goal by repairing or replacing the major structural components and systems in the home. These items may include but are not limited to: roof, walls, floors, foundations, electrical, plumbing, HVAC, water and sewer. All homes funded under this activity will be required to have the following additional inspections performed: - Pest Inspection for wood destroying insects - Well Water Inspection, unless connected to area treatment facility - Septic Inspection, unless connected to area treatment facility - Furnace Inspection, unless the specifications require a replacement.
Assists low to moderate income homeowners with paying for repairs and rehabilitation on their homes. Depending on eligibility and the availability of funding, agency may be able to offer this program at no cost to the homeowner (usually if they are age 65 or older or a veteran). In some instances, a zero-interest loan with an affordable repayment schedule may be offered as well. Examples of the types of work that the program can help with are: painting, siding, roofing, doors, steps, wheelchair ramps, sub floors, carpeting, etc. Does not help with foundation. Most work is provided by volunteers, however some work may be provided by contractors. This is not an emergency service; the process can take 12-24 months (however, smaller jobs may be completed sooner).

From Ohio Department of Development 4-9-2025 listserv email Development Awards $6.8 Million in Grants for Essential Home Repairs, Down Payment Assistance Funding will improve quality of life for nearly 1,200 Ohioans " The Community Action Council of Portage County (Portage County) will receive $325,000 to provide essential home repairs and handicapped accessibility modifications for homeowners who are at or below 50 percent AMI in Portage and Trumbull counties. The program will target owners of mobile homes in the two-county area, but site-built housing could also be served."
Licking County Development staff administers a county-wide housing rehabilitation program utilizing State of Ohio Community Housing Improvement Program (CHIP) and other funds. These funds are available to low- and moderate income homeowners to assist them with making needed repairs to their homes. This program helps to preserve existing housing stock that is considered to be affordable to low- and moderate-income persons.
Provides a home rehabilitation program. Repairs will be made which help bring the home in compliance with the city housing code.
Provides Emergency Home Repair grants and 0%-interest, partially forgivable home rehabilitation loans to homeowners lacking resources to repair and maintain their owned and occupied one-family housing units. Emergency home repair grants generally apply to furnaces and hot water heaters, but may also apply to water/sewage systems, accessibility improvements, and lead-based paint abatement. Rehabilitation Loans may be applied toward non-emergency improvements to substandard housing conditions related to the same areas as well as foundation work, roofs, gutters, electrical upgrades, plumbing, insulation, windows, doors, siding, etc. Emergency Home Repairs are capped at $8,000, and that amount must be able to remedy the situation in full. Rehabilitation Loans are capped at $35,000.

Provides a one-time grant for emergency home repairs or handicap modifications. The grant cannot exceed $5000 and can only be used once every five years (eligible on the sixth year from initial use.) An emergency repair is defined as "any physical improvement, adaptation or modification, which is not of a cosmetic nature and is required to remove imminent health and safety hazards". Helps with heating, plumbing, roof, walls, floors, windows, doors, electrical, structural, stairways, water heater, sewer leaks, and handicapped accessibility.

Provides grants to income eligible homeowners to repair substandard housing conditions that present imminent danger to the health and safety or welfare of the household. Also, provides grants for housing modifications that eliminate barriers to those with mobility impairments
Provides 3% interest loans for low and moderate income residents to use for home improvement and to correct code violations. Loans can be up to $24,999. For seniors and disabled persons there is an interest-plus $1 program (that means monthly payments of all applicable interest plus as little as $1 toward the principal, which of course means it will take a long time to pay off the loan). For other applicants principal and interest must be repaid within 10 years except in hardship cases.

Will assist with replacement of unit only for health and safety reasons. Agency contracts with outside companies that have been approved to provide these services.
Provides interest free loans up to $10,000 for people who meet the agency's eligibility requirements. Funds are available for small business, tuition, medical expenses, home improvements (including improvements that increase accessibility in a home), high-interest (predatory) debt on funds borrowed from other sources, and a variety of other needs. May include multiple debts into one loan request as long as amount requested does not exceed $10,000. Checks are written to the organization that is owed, not to the individual.

The Habitat Critical Home Repair program helps low-income homeowners by providing affordable loans to help repair critical issues in or around their home. Through the program homeowners' partner with Habitat for Humanity and our volunteers. This work improves quality of life and preserves the housing stock in Southeastern Ohio. Note: This is not a free program. The Home Repair program addresses health and safety concerns in several areas of the home as well as in the community. Projects have a financial cap of $5,000. They include, but are not limited to: - Unsafe Roofing - Sidewalk Issues - Plumbing Issues - Roof/Deck Repairs - Accessibility - Hazards inside and outside the home.
