Provides assistance with tenant-landlord problems at the county's public housing estates. Works to strengthen relationships between residents and management. Negotiates with the county's public housing authority to resolve housing problems such as eviction, billing, repairs and sanitary conditions. Provides information, advice, or representation to low income individuals with legal problems including consumer debt collection, domestic violence, divorce, child support, education issues (involving discrimination, student enrollment or suspension, and special services), eviction and other housing problems, federal tax controversies, healthcare, healthcare advance directives, financial powers of attorneys, simple wills, public benefits, sealing an adult criminal record, and social security/SSI.

Provides advice and representation for those being evicted, foreclosed upon, locked out, having difficulty obtaining repairs from a landlord, or who have had utilities terminated. Advice and representation may also be available to those who wish to enforce special rules of subsidized housing, or those seeking assistance with land contract problems and housing discrimination matters. Addresses general questions about situations that come under the jurisdiction of the Ohio Landlord Tenant Law or HUD regulation. Provides support to Ohio residents and organizations seeking guidance on a variety of housing issues such as landlord-tenant law, the Fair Housing Act, tenant organization, and affordable housing preservation. Note: Does not provide legal representation, housing referrals, or financial aid.

Evaluates cases where tenant is being evicted and the tenant HAS A WRITTEN lease. The case must involve: - Tenant is living in a foreclosed property; or - Lease with an option to purchase, lease with an automatic renewal, or lease with at least four (4) months remaining on term; land installment contract. Will also evaluate eviction cases where there is NO WRITTEN LEASE but: - Tenant is living in a foreclosed property; or - Tenant alleges retaliation or discrimination. Will evaluate ALL cases involving: - Utility shut-offs and lock-outs; or - Child is found to have lead levels above five (5) micrograms per deciliter and Department of Health or landlord has not followed up; or - Manufactured/mobile homes. In all housing cases, applicant must apply for service and deliver papers to Legal Aid at least eight (8) days prior to hearing.
