Provides home weatherization for households that qualify by being at or below 150 percent of the federal poverty guideline. For a family of four, the household yearly income must be at or below $30,000). Consumers can receive insulation in attics, walls and basements, home health and safety testing and inspections, and heating system repairs or replacements. In addition to the incentives this program will bring to residential consumers, a financing program may help customers invest in these energy savings projects. Columbia Gas may offer low or no interest programs to eligible customers to help pay for improvements resulting from the program.
Provides urgent and critical home repairs, accessibility modifications and energy conservation services, completed by PWC's construction and trades trades staff, which includes carpenters, HVAC technicians, plumbers and electricians. Clients must be low-income (below 50% Area Median Income) and own their home.

Provides a federally funded low-income residential energy efficiency program to reduce energy usage by low income households. Services may include attic, wall and basement insulation; blower-door-guided air leakage reduction; heating system repairs or replacements; and health and safety testing and inspections. Individualized client education is offered as part of the program.

Provides renters and homeowners the WeCare program. The program conducts a home inspection to identify safety and energy efficiency risks. Provides minor repairs or enhancements to homes based on inspection results, such as adding insulation, thermostats, LED bulbs, and energy-efficient water devices.

The Home Weatherization Assistance Program (HWAP) is designed to reduce energy consumption and lower utility cost to income eligible households at or below 200% of the Federal Poverty Guidelines. It accomplishes this through the initialization of Energy Conservation Measures in eligible households. This program is offered to homeowners and renters. The main measures provided by the program include: - Consumer Education - Attic & Sidewall Insulation - House Diagnostics - Heating System Inspections - Tune-Up & Repairs The Weatherization Program also works with two utility programs. The Columbia Gas Warm Choice Program, which is for customers who heat with Columbia Gas and are at or below the 150% Federal Poverty Guidelines, and the AEP CAP Program, which is for customers who heat with American Electric Power and are at or below the 200% Federal Poverty Guidelines.

Emergency grants may be available when property is considered substandard or where a government agency (health or building department) certified in writing that there is an imminent threat to health and safety. Services include repair or replacement of sidewalks, handicapped accessibility improvements, exterior painting, electric and electrical panel updates, foundation repair and weatherproofing, furnace repair and replacement, vermin and insect removal, plumbing repairs including hot water tank replacement, and connection to sanitary sewers and/or water lines.
